About Prof. Dr. Muzaffer Elmas
Prof. Dr. Muzaffer Elmas received his bachelor’s degree in civil engineering from Istanbul Technical University in 1980, and received his master’s and doctoral degrees from the same university in 1983 and 1988. In 1980, he started working as a research assistant at Sakarya Architecture and Engineering Academy, and became assistant professor in 1988, associate professor in 1994 and professor in 2000. In 2002, Prof. Dr. Elmas began to serve as vice-rector of Sakarya University and worked on “strategic planning, quality, education and investments” during his term in office. In 2010, he was appointed as the rector of Sakarya University. During his term of office as rector, he spearheaded the establishment of an administrative system for the university that will facilitate the processes of quality evaluation in higher education and accreditation at national and international levels. He also coordinated the procedures of Turkey Excellence Award, EFQM Excellence Award and Global Excellence Award, the external evaluation processes of EUA IEP and HEQC, and the accreditation procedures of around 50 programs along with national and international accreditation agencies. Prof. Dr. Elmas is a member of the Disaster and Emergency Management Authority (AFAD) Earthquake Advisory Board and the Council of Higher Education (CoHE) Vocational Qualifications Institution, the chair of the Inter-University Council Education Commission and a permanent member of the Turkish Academy of Sciences
About Maria Kelo
Maria Kelo is currently serving as the Director of the ENQA Secretariat and has a wide range of experience related to higher education. Her tasks within ENQA include: to manage the work of the ENQA Secretariat, act as Secretary to the ENQA Board, support and coordinate ENQA member agencies, manage projects, and represent the association. She previously worked as Senior Officer for the Academic Cooperation Association, where she was actively involved as an expert in higher education policy developments and reforms at national and European level (Bologna, ET2010); higher education internationalisation and international cooperation; mobility; student services and attractiveness of European higher education; trans-national education.
